President Charles Arthur is the 21president. He was born October 5, 1830. He has graduated from Union Collage in 1848, in Law. 1862 he resumed the practice of law in New York City and appointed by President Ulysses Grant as collector of the port of New York. President Grant appointed him to the powerful position of collector of the Port of New York in 1871.Term: September 19, 1881-March 3, 1885. Congress raised about as many rates as it trimmed, but Arthur signed the Tariff Act of 1883. Aggrieved Westerners and Southerners looked to the Democratic Party.
