Chester A. Adams

Chester A. Adams was the twenty first president of the United Sates of America. He enacted the first general federal immigration fund. he also became the collector of the port of N.Y. He aproved a measure excluding paupers and criminals. He is remembered for signing the tariff act of 1883.
